Pine 751e8ae02f feat(admin): 测评/报名/调研/政策/流程 五模块统一补齐详情与删除接口
- training_admin_bridge: pack_test 增加 username;新增 get_test/delete_test、get_booking/delete_booking、get_survey/delete_survey、get_policy/delete_policy、get_plan/delete_plan
- rbac_operator: 新增 10 个接口(5 模块 × GET详情 + DELETE删除),删除写 audit_log
- 详情接口返回完整字段(含 JSON 解析后的 answers/tracks/topics)
