pluginInventory/setEnabled calls ctx.loader.update({disabled}) for a live
effect and writes an explicit disabled override into the profile's user
patch layer so the choice survives a restart. The patch row id is the bare
entry options.id, not the group-prefixed tree id.

The host side of the dsh web GUI: the API gateway every client shape shares, and the plain HTTP server it rides on. The browser side lives in client/; the composed application is apps/cli booting the dsh-base bundle serving apps/web. All product packages.

apiproxy remains transport-independent; client/connection supplies the browser/HTTP carrier. Picker implementations replace one another behind the shared seam.
