docs(desktop): add project README, MIT license, and license field

- Add a normative header to apps/desktop/README.md: project overview, license,
  and a modification note (a community derivative of deepseek-harness).
- Add apps/desktop/LICENSE (MIT) preserving the original DeepSeek copyright.
- Declare "license": "MIT" in apps/desktop/package.json.
